ROLE PURPOSE
Plan International is an independent child rights and humanitarian organisation committed to children living a life free of poverty, violence and injustice.

This is a short term position for up to six months. The Head of Education is responsible for leading Plan International Tanzania’s Education program, including leading design of new projects for funding, planning and delivering implementation of existing projects and managing the close out of the USAID funded Tusome Pamoja component that Plan is implementing. (S)he will support the COVID-19 response team including design of a recovery education program and, in partnership with the Business Development Section, development of new funding and partnerships, including at national level networking and advocacy.
Dimensions of the Role
- The post holder lead program design, planning and implementation to ensure the education program is of high quality, gender transformative and inclusive of children with disabilities and aligned with the Areas of Global Distinctiveness.
- The post holder reports to the Director of Programs, oversees Education programming and technical support to the COVID-19 response team
- Lead in the close out of Tusome Pamoja Project.
- The post holder is a senior manager and a member of the Extended CMT.
- The Post holder represent Plan International Tanzania in all education sector forums and meetings, both external and internal within Plan globally
- Promote accountability, communicate expectations and provide constructive feedback via regular performance reviews and follow-up on annual performance objectives and plans.
- Provide team members with information, tools and other resources to improve performance, look for ways to innovate, and reach objectives
- Work in partnership with MERL team in the development of M& Plan in line with Country Strategic Plan indicators and Global Strategy Results
- Ensures that Plan International’s global policies for Safeguarding children and young people and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility.

Key Result Area 1: Leads in the design of high quality evidence-based Inclusive Quality Education and gender transformative projects which are in line with Country Strategy Plan (CSP), for both sponsorship and grants and Areas of Global Distinctiveness.
Indicators for success:
- Lead in the design of the Education programme for Plan International Tanzania as prioritized in the Country Strategic Plan and aligned with government and donor priorities;
- Identify key implementing and strategic partners working in the field of education with whom Plan can work to leverage meeting its CSP objectives;
- Seek out innovations that can be used in the education space, including the use of ICT4D;
- Work in partnership with the Head of MER to ensure that all project plans are complete with outcome level monitoring and evaluation plans;
- Ensure the Integration of sustainable approaches, gender responsive and inclusion into all activities as appropriate
- Lead the application of Plan’s global programme quality policy and framework, global M&E standards and Plan International Tanzania’s M&E vision in its Country Strategic Plan III;
- Ensure timely development of high quality both narrative and financial reporting to donors (monthly, quarterly annual and final)
Key Result Area 2: Coordinate education sectoral planning processes and implementation to achieve the sector goals, and strategic engagement of key stakeholders;
Indicators for success:
- Oversee programme management for all Education related projects;
- Oversee the implementation of partnership frameworks, protocols and agreements, and capacity building of partners as potentially identified;
- In coordination with the Monitoring and Evaluation department, ensure that Project teams have access to and are appropriately using routine monitoring and periodic assessment;
- Draft and/or review scopes of work to hire and manage technical consultants, including review for technical capacities and contract budgets;
- Lead in the smooth close-out of Tusome Pamoja Project, as stipulated in the close-out plan
- Support and improve operational systems and structures to ensure effective administrative and logistics support for programmes;
- Lead the COVID 19 response team in the implementation of all Education projects.
Key Result Area 3: Contributes to a comprehensive funding strategy and support the fundraising initiatives of the education sector for Plan international Tanzania
Indicators for success:
- Support business development team and National Organisations in the development of high quality concept notes and proposals as well as seeking of new opportunities
- Effective partnerships established and maintained with National Organisations;
- Strong, strategic partnerships with relevant donors (current and potential) and development partners;
Key Result Area 4: Strengthen Plan International Advocacy efforts and national representation
Indicators for success:
- Effective partnerships with government’s relevant departments and ministries and strategic networking are established and maintained to ensure influence at national and regional level;
- Represent Plan International Tanzania in various education forums, relevant platforms and technical groups and during partner and donor representative in-country visits;
- Strong technical and strategic partnerships with UNICEF and UNESCO;
- Work closely with advocacy and communications team in the development of evidence based advocacy and influence

Technical expertise, skills and knowledge
Essential
- A graduate degree in education
- 8 years demonstrated experience in the education sector;
- Demonstrated experience in teacher training, professional develop or training with other stakeholders in the education sector (volunteers, civil society organisations, parents or others);
- Demonstrated knowledge of the Tanzanian education system, key policies and strategies;
- Demonstrated understanding of the principles and practice of inclusive education and gender equality in education;
- 5 years project management experience, including management of multiple donor projects with sound results, project monitoring and evaluation, and donor reporting in English;
- Experience in writing and designing successful grant proposals;
- Skill in representation at senior levels in the field of education;
- This position requires high computer literacy with a full knowledge of office applications.
- Ability to multitask and work under pressure with minimal supervision

- Experience working with children and understanding their special needs.
- Experience with rights based approaches.
- Experience in civil society strengthening
- Experience managing staff, including demonstrated experience in staff training, coaching and mentoring.
